• City Council Meeting March 2015

It was a rather short meeting tonight.

Public Comments had Kenny Mayes relate to the Council that the parks are still lagging. Come on guys... how hard is it to get some basketball nets up? Even if they aren't the exact ones, ever hear of zip ties (or as the Canadians call them Tie Wraps)?

Darryl Smith, of the local chapter of the NAACP, thanked Mayor Pro-Tem Bridgette Moore for her attendance at a recent meeting and presented her with an award of appreciation.

Miss Miller enchanted us with her dulcet tones again [more like Off Key warbling] but beauty is said to be in the eye of the beholder... no matter how myopic one may be. She had also been out picketing in front of City Hall from 3:00pm on, shouting to those that would listen to her as she decried the evils of Walmart.

Though Miss Miller's act is getting VERY tired, it was a battle of will power. Could the council members keep a straight face or not?

Item 1.7 Windsong Valley Slurry Job
This item was originally in the consent calendar, which is where items are bundled together and voted on without comment or debate. Kenny Mayes and Joseph Morabito (that's me) asked to speak on the topic anyway. Telling the council that the job wasn't finished, and it was a poor job to boot.

The response from City Engineer, Dan York, was that the work was complete (though the streets that didn't get slurried are scheduled to be part of the next slurry project in the city). That cracks in the new surface are normal, and aren't as bad as they had been.

True, the cracks that have developed aren't as bad as the previous cracks, but they had a seven year head start. The new ones started appearing only a few weeks after the job was "completed". 

When I spoke to the council, I mentioned a bump that is in one of the roads and how it was as if they'd paved over a dog.
This bump is on Wanki where Gierson dead ends into it. Let's hope that Fluffy didn't get buried there by mistake.






Item 3.1 RTA Bus Passes
It was a 5-0 vote to authorize the city to start selling bus passes. If that's something you use, you will now have another place where you can purchase them — City Hall.

Item 2.1 Walmart
This was dealt with at the last City Council meeting. Everything except the vote to approve that is. They had a snag to work out due to a document dump, and that was dealt with, so the vote proceeded without much fanfare.

If you read the last WR blog, that covered Walmart in more detail (click here to read it), you heard where Mayor Ben Benoit asked Walmart to consider chipping in for the full amount for a signal at Monte Vista and Baxter (to have the balance above their share be repaid to them over time). After a month of mulling it over their response was basically "ummm No thank you".

Though it would have been nice for Walmart to front the money, there are plenty of logistics as to why that wouldn't work in conjunction with their project. 

This agenda item needed to have three separate votes.

After part one was approved 5-0, City Clerk Debbie Lee announced that "the motion carries, all ayes", that's when Miss Miller could be heard bellowing from the hallway NO! Which caused some more laughter. Check out the 10 second video of it below.


When it got to the third motion, after Council Member Marsha Swanson said, "motion to approve" and it was seconded by Council Member Tim Walker, Benoit interrupted to add an additional comment:

Before we take a vote I have one more comment. When I walked door to door in my first campaign, I probably hit 800 doors. When I walked the second time I probably hit 500. I didn't run into one citizen that —at the end of the day— [I] won their vote, without telling them that I was also voting for Walmart. And that Walmart would bring to our city advantages of being able to move forward, buy our stuff in our community, and allow us to have self determination to bring our own taxes home and make our city a better city for it.

The vote followed 5-0.

That's it folks... we have a Walmart.
I know, according to a small but vocal contingent that haunts the various Wildomar FaceBook pages, this is one of the signs of the Zombie apocalypse. Next will be boils, locusts and lawlessness. Good news... Walmart sells guns so we'll be able to arm ourselves and try and make it through the flood of the undead that are sure to come next.

  1. Now I can purchase an 8 ball, a "lady of the night", and get a great deal on a Mother's Day card, all at the same place. Thanks Wildomar City Council and Walmart!

  2. Ryan - Just don't enjoy your bounty at one of the parks or the cemetery as the city will be recording your every move and storing this public record for ?. Maybe until your a resident of the cemetery (which they will have a recording of) for all we know.

  3. I am sure those being critical or snobby about Walmart live in beautiful custom homes on spacious parcels of land and not in run down homes with junk piling up or in ticky tacky cookie cutter tract houses with barely enough room to park an rv in their yard(always spruces up the neighborhood).

    1. Hey, we love that house in Windsong, a few doors down from Donald Graham Elementary School, where their RV has long been a feature in the weed choked front yard. It really 'classes up' the neighborhood. (cough/winky-eye)

  4. Hey Joseph - Hell must have frozen over as two of the parks for the time being have new basketball nets including the hoop on the broken backboard at Regency Heritage Park. For the time being because without those tie wraps the wind is going to blow them off, several of the loops are already dangling. What a shame it take dressing down the city council at two meetings before little things are taken care of.

    1. Glad they put some nets up, but I think that such things in public areas (like parks or schools) should have zip ties anyway. I think they cost about a dime apiece... at most. Now time to see if there's been movement on the Food Truck Ord.

    2. We can only hope as the long days of summer are upon us and it would nice to have interesting foods in non traditional locations in this rural community (while it is still rural).

      P. S. Maybe they can dig up whatever is growing under the new slurry at Wanki and Gierson, its big enough to feed half the town.

  5. Don't hurt your arm patting yourself on the back about the nets. Has it occurred to you that these things will get done anyway and you constantly griping about little things ranks right up there in effectiveness with Miss millers antics?

    1. I'm too busy feeling shame for such a crappy little city that can't even replace basketball nets for a whole year after reopening the parks. The incident on Palomar where an older gentleman laid down his motorcycle in the sand on Palomar because this city can seem to sweep its streets brings further shame. Ms. Miller's so called antics will bring a smile to many when her words about the futility of a Walmart saving this place come true.

  6. We need more nets! Thanks for the CSI on why someone dropped their bike. (Sarcasm there Ken!) Food in nontraditional locations? You mean like community events? Yes those are fun! Do we have a lot of food trucks wanting to do business here? Using Miss Miller as a resource for reliability is like trusting the guy wearing a tin foil hat who wants to warn us about the black helicopters. Sheila

    1. Food trucks should be able to operate anywhere in the city 24/7 not just community events. These restaurants on wheels are businesses. Do we have them clamoring to operate here? Probably not, yet. Until the council passes an ordinances to deal with parking, zoning, safety issues, etc caused by food trucks within their jurisdictions they will shy away. These are small businesses that will operate where they are welcomed as they cannot afford to fight city hall. Fact: the City of Lake Elsinore is the home of the leading manufacturer of food trucks, California Cart Builder.

  7. So they are or are not clamoring to come here? Are there some wanting to do business here? Have you talked to some to try and get them to come here? Or is this just another windmill to tilt at?. And I don't want to give them carte blanche to operate anywhere in the city 24/7. That is just illogical. Why should they get rights to ignore zoning regulations that other businesses don't have? FYI_ because a business website says they are the "number one manufacturer of food trucks" means nothing with regards to whether we should let food trucks every where 24/7- remember that Jack Daniels is made in a dry county. sheila

    1. You don't want them to have carte blanche is why this city needs an ordinance, so citizens can have input as to where and when they can operate. Zoning changes all the time, the Walmart location was prime farmland planted in orchards years ago.

  8. Interesting evasive maneuver in not answering logical questions. No matter. I see no reason for any sense of urgency or need to harp on this ordinance. But if it wasn't this it would be something else.... Sheila.
