• Excessive Light Pollution?

I've had several people talk to me about the LED sign that is at Wildomar Square, suggesting that it's too bright at night. Or, that it's on after 10:00pm at all... which seems to be against the agreement (see below).
This photo was taken about 10:15pm, standing just north of Pie Nation.
In the photo above, it's clear that the LED sign is on, but it didn't change images the entire time it was being observed, and is clearly far dimmer than the Stater Bros sign.

Below is a graphic from a July 2016 blog about the planning commission meeting where this sign was first discussed.
This graphic says that there is a "Dark Period" from 10pm to 6am, but it also says that it can be at 200 NITs at night until sunrise. The question seems to come down to the definition of "off".
I went looking for the graph in the agenda from that night, but found the following instead.
The "dark" period is mentioned, and updated to reflect more stringent inclusive times.
Another shot of the LED sign about five minutes later than the first. You'll notice that the graphic with The Habit still hadn't changed. Whereas in daylight hours, they change about every five seconds.
This photo was taken from Catt Rd, near Avry Way, about 600-700 feet away.
My conclusion is that the LED sign at Wildomar Square was on past 10pm, but didn't rotate the images and was far dimmer than the standard shopping center light for Bear Creek Village Center (a term that NO ONE uses for the Stater Bros Center — EVER)

One person told me that they could see the Wildomar Square sign change images, from more than a mile away. 


Since this sign didn't change while I was there, and it was quite dim in comparison... I'm guessing that for the above claim to be accurate, it must have occured before 9:30pm or something.

The question comes down to this, is the LED panel permitted to be on at past 10pm or not?  The table above says "Dark Period (off/on)"... which would suggest darkness (not just dimmer)

When I was growing up, the term "off" didn't mean "dim" or "low"... it meant OFF

Just ask my erstwhile stepmother, who could hear the slightest whisper from the otherside of a closed door, down the hall, and while otherwise engrossed in McMillan and Wife.
