• Better Know a Candidate: Chuck Jones, District 1

I recently sat down with Chuck Jones for a "Better Know a Candidate" blog. Something I've done since 2014. It's a little different now that I'm on the city council, but Wildomar Rap is still a good source of information and I know I can be fair and even-handed.

Both Chuck, and Carlos Marquez (also on the ballot for District 1) will get the same questions, not get a chance to see the questions ahead of time, but have a chance to reword a comment later if they choose. 

I'll use a red asterisk * where the question was edited later through email. My blog is about accurate information, I'm not interested in "gotcha" moments. 

UPDATE: There is now a third candidate that has qualified as a write-in candidate, Jasmine Bearden. I've asked her the same questions and will be uploading a blog about her shortly. You'll notice this blog was written when there were only two candidates. I'm not going to edit it at this point.

I have set questions. 

Some are serious questions, and others are fun questions just to give you a glimpse into who the candidate is. This isn't 60 Minutes and I'm not Mike Wallace, so there aren't any hard-hitting follow-up questions.

I suggest that ALL voters contact the candidates and ask directly any questions you have. This is the time to put them to the test, they want your votes, see how well they turn around your phone calls or emails. 

I'll be using photos approved by the candidates. As of the writing of this blog, I will not be publicly endorsing either candidate. Both are likable people, and I believe that I'll be able to work with whichever of the two gets elected... and that only applies if I get re-elected. 😅😁

 WR  How long have you been in Wildomar and how did you choose it to be your home?

 CJ  I've been here a little over two years. 

How I "chose it"? I guess Wildomar "chose me". During the pandemic, with reduction of train service, I didn't know what side of the furlough I was going to be on. So as a preemptive, my family had a house sitting empty out here and so I moved out here just in case I was furloughed and not stuck in an apartment I wouldn't be able to pay for. 

 WR  What type of community involvement have you been part of?

 CJ  As a member of the LGBTQ community I've been involved in a lot community outreach programs one of those being Alliance For Housing and Healing. Aid For AIDS. What they do is provide housing and medication for people living with HIV and AIDS. I participated in their big fundraising event in 2017 and we helped raise $564,000 in one night to go directly towards these programs.

And besides that, just being somebody who's in recovery, just daily working one-on-one with alcoholics and addicts in recovery. Whether they be somebody I know personally or whether it be just somebody I meet and talk to for ten minutes on the street. 

 WR  What is your day job?

 CJ  I work for Amtrak. I am a dining car steward. I work the train from Los Angeles to Chicago.

 WR  Time on the job?

 CJ  It'll be eleven years in October.

 WR  Being on city council can be very time-consuming. When elected will your schedule allow for you to be "all in"?

 CJ  Yeah! The good thing about my job is I don't have to go in 9 to 5. My job can be three days on, four days off. Five days on, six days off. There are a lot of different train routes to choose from, so I can go "all in".

Fun question time

 WR  You're at a venue with multiple entertainment options. Do you head for the stand-up comedy, the dueling pianos or karaoke?

 CJ  Karaoke all the way. I only have two songs, but karaoke all the way. 

 WR  Wildomar has changed considerably since the freeway was built in the mid-80s. What will your approach be your approach to balancing the rural areas of Wildomar with the areas that aren't rural?

 CJ  This is something that a lot of people are concerned about. I do think that there are a lot of areas that honor the rural aspect. Especially in the residential areas and I think that's probably the biggest concern for people. 

I think we need to be smart about development. Is it beneficial to the community? Is it honoring the rural roots? Development is a necessary evil. We want better roads. We want to ensure that our streets are safe, with law enforcement, and those things cost money. I think we need to be smart about it and listen to the people's concerns and make a decision based off all the information that we have. 

 WR  What are your top three concerns for Wildomar?

 CJ  One of the big ones are the roads in District 1. When talking to people that's usually one of the first things that is brought up. I get it, I drive those bumpy cracked roads all the time. 

Another one is development. My big thing, you can go to Murrieta, you can go to Temecula, you can go to Lake Elsinore and see strip mall[s] slapped down one after another.  But there are other types of development that we can do that aren't eyesores [...] that are conducive to community gatherings because that's the biggest thing that keeps me here, is the community. 

When you have a strip mall and you're just driving up to it in your car, you go out, you get your things, you get back in and you leave. Where's the community in that? I think that there are some neat concepts out there that would be really fitting for Wildomar and conducive to small mom-and-pop businesses like Montague Brothers because that's what people want. We want to be able to stay close to home and have something that's genuinely just ours. 

My third one, I want to make sure this is a place where anyone can live. Is it welcoming? I know I've had my issues, but the community at large has let it be known that this is a place for anyone. I just want to make sure that what the community has offered me continues on. 

Fun question time

 WR  When you get a break in the action, how do you unwind/hobbies?

 CJ  How do I "unwind"? I'm wound up pretty tight, so I don't know if there's any "unwinding" (said with a smile and a laugh). My brother teases me, he calls me a hoarder, but I'm a collector. I collect antiques, vintage items, a lot of vintage artwork. I collect California pottery [...] and usually, most of my stuff is found at thrift stores [...] It keeps me busy. It's a distraction. It's [like] my head is spinning, it's like the thrill of the hunt [after finding a new item]. 

 WR  What's your understanding of the job of city council members and/or what your job would be after you're elected?

 CJ  The number one job of somebody who's on city council is to represent their district and listen to the needs of their district. We all may have certain political ideologies or views on how we want things. There may be things that I want personally or that somebody else wants personally, but is it what the community wants? Is it what your district wants? 

One of the most frustrating things is hyper-partisanship and parsing people into teams, and focusing on the differences rather than focusing on our common goals and what we all want.  Listening to the voice of the community and finding that common ground and making sure that people are heard. 

 WR  Currently each council member appoints a planning commissioner. What's your approach to future growth and how heavily would that factor in when choosing a commissioner?

 CJ  First and foremost I want to make sure the person knows what they're doing. Second, is their vision in line with the vision of the community? And third, are they doing things to help build community-based businesses, or are they doing things to serve others outside the community? I want to make sure that we're starting from within rather than from without.

 WR  Are you more of a dog person or a cat person?

 CJ  Dog person. I have two dogs. I love cats but my dogs probably love them even more so I have to be very careful having a cat. 

 WR  What got you interested in running for city council?

 CJ  *Running for public office has always been on the radar for me. I always thought I’d make a run in my hometown but when the universe lays things out and presents you with an opportunity you take it. With all the things I’ve been through since living here —dealing with harassment, living next to a health and safety hazard, seeing nefarious activity in my neighborhood— the choice was pretty clear. There were a lot of missed opportunities across the board in regards to my situation and I could continue to just vent about what should have been done or I could take real action to make a difference. That’s what I’m choosing to do. As the old saying goes, be the change you want to see in the world. 

Fun question time

 WR  What is your car radio usually set to?

 CJ  Anything with dance music. I'm usually listening to Apple Music of some sort, Diana Ross is currently in rotation pretty consistently. 

 WR  Social media can be a great tool. It can be a great way to communicate with residents, but it can also lead to headaches for those that partake too much. Do you have a plan on how to use it after you're elected?

 CJ  Social media is a great tool, and generally a lot of people who are active within the community use [it]. A lot of people use it to get information to see what's going on within the community, like The Locals page. But I think it's more so a good way to get the pulse on the community and see what's going on. So you have an idea of what people are saying.

Social media is a good communication tool. It's good communication that goes both ways. For you to get your message out, information out, and also to give people access to you.

 WR  What strengths do you have that you think will help you as a city leader?

 CJ  I'm a fighter. I'm persistent. Some may call me stubborn... but I care. People can say a lot about me, but the one thing they can't say is that I don't care.

 CJ  Fried chicken. Easy, fried chicken. Preferably Pioneer fried chicken. 

 WR  How available to District 1 residents do you plan on being?

 CJ  I keep my phone on 24-7. If they have a concern I want to hear it. I don't want people to feel dismissed (after a lengthy pause) like I did. 

 WR  If you had the attention of the Wildomar voters, what would you tell them are some key factors that a voter should be looking for in a city council member?

 CJ  Do they care? Are they genuine?  Do you trust them? And, do you believe their heart's in the right place?

 WR  Any go-to phone games that you indulge in (mine is Words With Friends, my mom's is Candy Crush)?

 CJ  No, no phone games, but a lot of Facebook Marketplace and Offer Up purchases happening? 

 WR  Any closing thoughts that you'd like to share with the voters?

 CJ  Stay involved. Make sure your voices are heard. I think there's a unique opportunity in District 1 to vote for someone who's going to advocate for real change, and that change isn't necessarily about what's going to be developed in the city or the direction the city is going, but really that change is: do the citizens have somebody who is going to listen to them and is going to fight for them and who is going to generally address their concerns, and I think there's a real chance for that to happen in this election; especially for District 1.

• Illegal Dumping On Camera

What started out as a depository of bags from Wildomar Beautification Volunteers turned into an illegal dump that included 29 big rig tires and part of a cement mixer. In the early evening hours of September 17th, a black pick-up truck was seen backing into the area and dumping off tires.

My guess is that this person lives within half a mile of the illegal dumpsite. They saw an opportunity and came on Saturday evening as the sun was going down, and a lot of the community was at Mariachi Night at Marna O'Brien Park. 

If your neighbor's yard had nearly 30 large tires that are suddenly gone, you know it's he that just cost the Wildomar taxpayers money. 

Each of those tires costs about $30 to recycle, and that's not counting the labor.

Though I don't expect our police to put much time into this, this was reported and now the black truck is on their radar. Remember the FLOCK cameras in town... yeah I bet this guy might like a Mulligan right about now. 

Do you know this truck or driver? Looks like he's got a nice pair of black sweatpants with a wide white stripe down the sides. Pretty distinctive looking.

To be clear, the tree branches were from the Saturday clean-up.

I asked Wildomar Beautification Volunteers co-founder Councilwoman Bridgette Moore for her take.

The Wildomar Beautification Volunteers are out every day in Wildomar picking up litter, including 4 miles on the freeway, and we leave the filled orange bags for pickup on the next business day. Please do not drop off any items, trash or tires near the orange bags. 

The city provides two free dump days and residents can also call their waste haulers for special pickups. The next cleanup day is 11/5/22 please watch for notices from your local waste hauler.

Wildomar's future leaders chipping in making Wildomar a nicer place to live.

It may seem like a small problem, illegal dumping, but there are two options when one is found. 

Clean it up, or leave it there. 

I haven't met too many people that are good with couches, tires, old sinks from a remodel, yard waste, empty liquor bottles, and a myriad of other castoffs that regularly are dumped off by someone that couldn't-care-less-about-their-effects-on-the-other-99%-of-us storing garbage willy-nilly wherever they want. 

Call me Karen if you want to, I'm not phased if you're in the 1% that thinks this is no big deal. 

If this is you, or you know someone that uses this method to lighten their loads, please STOP IT! Seriously, shake yourself and show some civic pride or move out of town. 

There are many reputable junk haulers that service Wildomar, that don't dump their loads on the side of the road. I can think of four or more off the top of my head, so there's no excuse for dumping in the public right of way or on someone else's private property. I don't want to name them here, because I don't want to leave any out, but they regularly advertise in local Facebook groups on Mondays. Seek and ye shall find.

• Why Are The Lights Off At Marna?

Back in July, I added a photo to the Wildomar Rap Facebook page. If you visit that page you'll see how I enjoy changing the banner photo on a somewhat regular basis. 

The photos are nearly always of one view of Wildomar or another. The one in question was at Marna O'Brien park looking through the breezeway to the hills.

The original caption was, "One of my favorite places to be in Wildomar. "

Shortly after the photo was uploaded I got a comment from a resident on the photo that went like this, "It would be mine too if the parking lot had lights on at night! Especially on a very crowded night like the Wildomar Bash."

Now I've spoken with the main park's person. I'm glad that you brought this to my attention because now I know I am up on the issue. 

To make a long story short, the replacement bulbs in question are obsolete. The city is looking to retrofit them to LEDs, and that has been an eye opening process as they've been learning about mistakes that other cities have made in this process.

The lights won't be retrofitted this calendar year, but they are looking to do this in the first quarter of next year. 

That's not to say that they aren't working on the issue, but it needs to be part of the budget and approved. All that takes time.

Then, in a further update that I received from City Manager Dan York, I got a few more details that I can share with the community as to what's being done about it. 

Marna O'Brien Lighting  

We are in the process of Requesting Quotes to retrofit the lamps at the park.  

FAQ's: we have 32 lights in the parking lot and 57 lights on the pathways.  The budget allocates $10,000 our current estimate to be confirmed by quotes is closer to $17,000.  Our goal is to have the lights updated before day light savings time.

This is one example, among countless dozens, of similar questions and concerns that I've helped get an answer to since being elected to city council in back in 2018. 

There aren't a lot of things that a member of the city council has power over, but we do have power over getting information out... even if the answers aren't always what we're were hoping for. 

The campaign has begun and really heats up from Labor Day through most of October. I'll be looking for endorsements from residents in Wildomar. • How Safe Is Wildomar?

There's always room for improvement, but based on the stats from Safewise.com, it's time thrust out our chests and stand proud and tall!

As you can see in the image, Wildomar jumped up 21 spots to hit #22.

Gotta love being ranked above places like Dana Point, Eastvale and Irvine. Not to mention that Temecula, Menifee, Canyon Lake and Lake Elsinore didn't even make the list.

The only local city that ranked safer than Wildomar was Murrieta.

As it happens, I had made a screenshot from 2021 when we were ranked #43.

It takes a team effort to make a city safer. It starts with the desires (the demands) of the residents and it takes a responsive city council that listens and changes the policies that need tweaking (beefed up code enforcement working as a team with RSO and SWAG). 

Though I've never met a single person that enjoys paying taxes, the big turning point was when the voters chose to add an additional penny per dollar sales tax back in 2018 by passing Measure AA, with 58% of the vote. 

That has allowed the City of Wildomar to focus on many quality of life issues that it simply couldn't address in the past.

(I can't imagine our city without the improvements the additional tax money has made possible)

Are we done? 

Have we crossed the finish line? 

No way, no how... not even Murrieta would say that about their city. 

There's always room for improvement, but what a great leap forward we've taken in just a few short years.

Wildomar Rap opinion time

A couple of things.

First, look at the median incomes of the safest cities and you'll see that Wildomar managed to get up there despite our lower median income. 

Our median income, reported as $74K, was the lowest in the top 30 rated cities. Don't get me started on where we rank when it comes to the size of our tax base and city budget. 

Yet, still, we ranked 22nd. 

That's worth repeating.

Second, very often we'll see things that upset us about our city or neighborhood on social media. When we hear about someone's car or trailer being stolen, a catalytic converter being stolen, we get angry... and rightfully so.

I'm not looking to minimize such things when I point out that crime is something that has been plaguing society since the caveman days... that's why we have a police force in the first place.

Then throw in the new approach that Sacramento has when it comes to crime and punishment and it gets very challenging for the law abiding to stay safe. 

As we have learned from Neighborhood Watch meetings, don't make yourself an easy target (sometimes easier said than done) and if you are victim of a crime (or see one) be sure to report it to the police. 

Posting it on Facebook or Nextdoor doesn't count as "reporting" it.

Just for fun, let's compare Wildomar to Lake Elsinore at the website bestplaces.net. As you can see, they are below the fifty percentile too. 

When you look at these FBI stats from bestplaces.net you see why Wildomar is ranked among the safer places to live with a score of 12.8 out of 100 for violent crime. (The closer to 0 and further away from 100, the better).

• Group Effort Puts a Dent In It

Thirty-eight volunteers getting psyched up to do ten years of yard work in two hours. 😁

Not the best "before" picture as a lot of work had already been done... but still a long way from the final look.

It started when Code Enforcement was called out to check on a property that was in need of some TLC (to put it mildly).

There were volunteers of all ages. 

Code Enforcement approached us (Dan Gonse and Joseph Morabito) after a Coffee with the Mayor event wondering if the Wildomar Beautification Volunteers might be able to lend a hand in a distressed situation.

From there Councilwoman Bridgette Moore jumped in and got the groundwork laid that saw 30 volunteers meet bright-eyed and bushy-tailed at 7:30am to tackle this daunting task.

It took a few moments to get into the groove, but soon enough the volunteers were working in unison like a determined colony of ants with the same objective: let's get this done before the Sun really heats up. 😁

Among the thirty volunteers were four members of the Wildomar city council, and three members of Wildomar's Code Enforcement Team.

I asked Bridgette for a recap of the morning: "Today we have over 30 volunteers helping an elderly veteran in the city of Wildomar. We have our mayor, Ben Benoit here, mayor pro-tem Joseph Morabito and council members Ashlee DePhillippo and Bridgette Moore." 

Look at the difference on that fence line.

"We also have our code enforcement team here. We have Prestige Nutrition. We want to thank our sponsor CR&R for donating the bin. And also Agustin Montesinos for trimming the palm tree."

Imagine all the palm fronds that had to be cut off of that tree.

It was said to be an $1800 job that they donated.

Michelle, of *Prestige Nutrition, and her daughter Ava, along with the other members of her family, were out in force.

*Prestige Nutrition is a new business in town. It's near Go-Nutz Donuts and Altura Credit union. It's veteran owned and they're already looking to be active members of the Wildomar community. 

I'm guessing that people who regularly use that road will be doing double-takes for the next week or two as they pass by it. Out of privacy concerns for the resident, I'm not going to post the address here. 

A candid picture of Bridgette Moore in action. In addition to organizing this, she worked it too. If you look close enough, you'll see a special shoe on her left foot. She had hurt it just a little over a week ago, but didn't let that slow her down where it would have easily sidelined me. 

After tons of debris surrounding this piece of equipment had been removed, it was evident that it wasn't going anywhere. I made a note to myself after seeing this. Clean out the garage and side yard while it can be accommodated with regular trash cans.

In the end, there was still a lot more work to do, but talk about having one heckuva head start. 

Wildomar is taking a more serious approach to code enforcement these days and though you may have been neglecting things for years (or decades) that's not going to be a valid excuse if you get that knock on your door.

• Are You The Next Member of the Wildomar City Council?

This year three of the five seats are up and will be on the ballot. 

One seat for sure will be getting a new face, district 1, the seat that 2022 Mayor Ben Benoit has held since 2010. 

Which district are you in?

He is running for a county wide seat, Controller/Auditor, and cannot be on the ballot for two races at the same time. 

That leaves his seat wide open 

I've heard that one person from district 1 has made an appointment with the city clerk to "pull papers" as it's now. That's when you get a chance to stick your toe a little deeper into the exciting waters of local politics.

The other two seats that are up are district 3 and 5. That's Joseph Morabito (me) and recently appointed Ashlee DePhillippo. 

I have it on good authority that both Joseph Morabito (me) and Ashlee DePhillippo are planning on running for another term.

In my case, a second term. In Ashlee's case this will be her first election run.

► My thoughts on seeking reelection

I've enjoyed my four years on council and would be honored to be elected for another four years, but as I've said since day one of my campaign back in 2018, "It's not about me, it's about the voters."

I know that sounds a bit corny or contrived, but it's not, it's true. I don't have an agenda, other than to provide clear and timely communication from the city to the residents. 

I only want your vote if you believe that I've done a good job representing you. If you are ready for new representation I fully respect that. It's your choice, and you will owe no one (especially not me) an explanation as to why or how you voted.

If you would like to support my bid for reelection, please comment. To be fair, if you're sick of me and ready for new representation, it's fair to let me know that too. 

I've heard that someone in District 3 has made an appointment to get their nomination papers. That's how it should be. Those on council want to be elected in, we really don't want to just walk into it, even if that's an easier path. 

The idea is for Wildomar, and in my case District 3, to have solid representation. 

That'll be up to the voters to determine in November. In the meantime, I'm still willing to do "Better Know a Candidate" blogs on all the candidates, and that goes for any challengers against me... even if that's a bit awkward. 😅  

I'm also happy to meet with all the candidates or just the ones from District 3 for a meet and greet, or a debate that's opened to the voters. 

If you're interested in running for any of the seats, even mine, you need to make an appointment with the city clerk. Those appointments start on July 18th and run through (I believe) the second week of August (the 12th). But double check on that, I may be mistaken.

Election Information

The City of Wildomar consolidates its election with the Riverside County Registrar of Voters who provides the voter registration, ballot materials, polling places and other activities. The City Clerk serves as the local Election's Officer and is responsible for issuing and receiving Nomination Papers, accepting City Measures and for the publication of all legal notices.

The City of Wildomar is a General Law City governed by a five-member City Council. Members of the City Council are elected by district for a four-year term. Pursuant to California Elections Code Sections 1301(b), 1000 and 10403.5, beginning in November of 2010 and every even-numbered year thereafter, the City’s general municipal election shall be consolidated with the statewide general election held on the second Tuesday following the first Monday in November. (Ord. 08-15 § 2)

District Election Schedule

Councilmembers shall be elected in Council Districts 2 and 4 beginning at the General Municipal Election in November, 2016, and every four years thereafter. 

Council Members shall be elected from Council Districts 1, 3, and 5 beginning at the General Municipal Election in November, 2018, and every four years thereafter. (Ord. 118 § 2, 2016)

Candidate Qualification

- Must be 18 years of age.
- Must be a Citizen of the United States.
- Must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to California Government Code Section 34882 and Elections Code Section 10227. Termination of residency in a district by a Councilmember shall create an immediate vacancy for that Council district unless a substitute residence within the district is established within 30 days after the termination of residency.
