• City Council Meeting May 2019

The May city council meeting had Wildomar's first meaty agenda item of the year: Commercial Cannabis.


However, I think it's best to break the city council recap into two blogs because there were also some great presentations on parks and commercial design standards that should be in their own blog. So look for the other blog in due time.

The video of the entire meeting, including commercial cannabis, is at the bottom of this blog, but I want to skip to item 3.4 first (parks).


3.4 Cost to Prepare Presentation of Final Recommendations for 11 Acre and 27 Acre Park Master Plan(s)

It was exciting to see the plans for the, yet to be named, parks in Wildomar's future. The first is a 27 acre parcel that is adjacent to Ronald Reagan Elementary.

Various amenities that are slated for this park include:
 • Bike trails
 • Splash pad
 • Volleyball courts
 • Adventure nature play
 • Community Green
 • Picnic pavillion
 • Community building
 • Amphitheater
 • Fitness stations
 • About 200 parking spaces

One item listed as an "amenity" was a fire station. Wildomar needs a fire station on the east side of the freeway, and I don't have a problem with the location chosen... I just would have found a different way to label it. 

That brought its own discussion from resident Monty Goddard, then followed up by Mayor Marsha Swanson. To hear that part of the meeting, skip to the 2:50:15 of the video.

I suggest that people not allow themselves to get too hung up on the nomenclature. Sort of the same argument when it comes to Malaga Park. If you prefer a different term, then use it.

The 11 acre park is directly south of David A Brown Middle School. It is slated to have sports fields, an inground skate park, permanent cornhole and ping pong features, picnic shelters, play area, basketball courts, picnic shelter, concession area and restrooms.

I asked about the type of lighting that will be going in at this park, and there are no plans for sports lights that would bring in night games. I also asked about parking for this park, and the number of stalls was said to be 91 spaces.

Now for the price tags
The 27-acre Park is estimated to cost $20.7 million and the 11-acre Park is estimated to cost $7.5 million.

The idea is to open the parks up in phases, and naming of the park will come with community involvement.

The parks do not have a funding source yet, and the projected costs are higher than Wildomar would ever be able to afford on our own... but that's what grants are for, and by having detailed plans like this in place makes qualifying for such grants all the easier.

Park planning in Wildomar has been an ongoing project for more years than I've been involved in the city and I want to thank Dan York, and all those that have worked on the visioning of our parks for a job well done. Now time to get the next piece of the puzzle in place.

3.2 Commercial Design Standards and Guidelines

This has been a long time in coming, and with the diligent work of the planning department, and outside consultants, PlaceWorks.



Now there are specific design options available to developers looking to build commercially in Wildomar, or to do a renovation of an existing commercial building. 



The three design types approved are: Craftsman, Farm Chic, Modern Cottage.

Item 3.3 Pavement Management Program Update and Unpaved Roadway Enhancement Program
Every street in Wildomar was graded and can be found in the agenda packet starting at page 443. If you want to find your street quickly, hit Ctrl+F and that should open a search box, then put in the name of your street.
